Abstract: The existence of deepened thinking in companies and administrations and of the concern for good results without a lot of means and a lot of time (the true meaning of efficiency) is the next revolution especially in developing countries. Audits are necessary not only when the situation is very bad and can be done without a lot of data (partial audits). Any dysfunction or bottleneck in the flow of work can be analyzed by a partial audit. The new task number one is to find how to improve quality. For most people, the new task number two is to find how to save money. Let us consider the following as problems : -Anti-intellectualism -Bureaucracy -Extreme specialization We have to analyze the causes. Anti-intellectualism came from intellectuals not solving problems. Some people perform only a few procedures updated once in 10 years because they do not seek the satisfaction of the client or the citizen.
