Abstract: If public sector employees are not qualified, squandering of public property as an offense is not excluded. Companies do not want to recruit who they see as over-qualified people and that is very regrettable. The problem of divergent requirements of the university and the business or administration can be partially solved by research and development and other problem-solving activities. Ideas which lead to shortcuts to development are not elementary ideas such as invest more or work harder . To follow a procedure does not guarantee a good result and could be using too many means and too much time.
